Health Care Assistants (HCAs) locked in a long running dispute with the Ministry of Health over salary progression from B2 to C2 have formally notified the government of a petition, set for submission on 22 May 2026.

This follows continued frustration among the more than 300 HCAs who say they remain on the B2 salary scale despite court rulings ordering their progression and payment of arrears.

In a notice addressed to the Permanent Secretary of the Ministry of Health, the affected workers say they will converge at the Ministry headquarters to submit the petition. About 200 petitioners are expected to attend.

The petition relates to court rulings involving cases such as Chandapiwa Tiro and 260 others, Dolly Bogopi and 36 others, as well as other eligible HCAs approved under the Scheme of Service.

The rulings directed that eligible workers be moved from B2 to C2 and their arrears be paid. Despite the court outcomes, the (HCAs) say implementation has not taken place.

They state that no salary adjustments or back pay have been effected, leaving them in the same position months after judgment was delivered.

The group further points to previous communication from the Ministry indicating that six judgments involving HCAs exist.

Previously, the Ministry told The Midweek Sun that two have already been implemented, while four remain pending due to financial constraints.

The complainants say that while they have been informed that the government is sourcing funds, no clear timelines or implementation plan have been provided.
